Led a Service Disabled Veteran Woman Owned Small Business (SDVWOSB) offering expert services in business development and proposal management services to ensure delivery of fully compliant and highly competitive proposals to both government and private corporations. Partnered and liaised with large corporations, mitigated barriers to entry and offered effective leadership with proven processes in order to solve program management needs of the DoD including pipeline management of various government contract vehicles.

Directly responsible for in excess of 50 people and $22M in annual revenue, management of five prime contracts ($6-20M over 5 year PoP) and more than 12 sub contracts.

Contract compliance and execution responsibilities included: ensuring all contract deliverables are met, FAR and DFAR requirements; executing various contract types through Seaport-e and GSA, such as CPFF, FFP, T&M, Direct Order and identifying new contract opportunities for competition.

Business Development responsibilities included: developing and implementing company-wide BD strategy and pipeline; forecasting and tracking all current contract recompetition; identify new opportunities, establish BD team; responsible for compliance and overall content of Technical, Past Performance and Cost volumes as proposal manager; spearheaded first ISO 9001 certification for DC office, implemented ISO procedures, successfully passed certification audit and multiple internal audits, continued to comply with quality management requirements.

Financial management responsibilities included: using Deltek accounting system to generate all Invoices; monitoring cost and current funding status in active database; compiling and delivering monthly financial status reports; as Prime executing Purchase Orders to subcontractors; monitoring/managing funding levels/request funds as needed as Subcontractor.

Personnel management responsibilities included: responsibility for selection, placement, and daily supervision of all personnel; actively managing the current staffing on all prime and sub contracts, ensuring correct LOE and best resource application for both customer and employee.

Customer Satisfaction responsibilities included:  monitoring quality and customer satisfaction of all contract deliverables through frequent customer interaction, routine monthly contract reports, quarterly reviews and formal customer feedback forms.

Office management responsibilities included: operating as CIO, responsible for management of IT Department, coordinating distribution of IT equipment across 3 major offices (bulk computer supply, server upgrades, etc) and satellite offices (specific IT/material/setup requirements, etc.); solely coordinated contract negotiation and office relocation into 7400 sq ft class A office building, including build-out, procurement, all elements of daily occupation (parking, security, building management, services, etc.) and expansion negotiations for an additional 1900 sq. ft turnkey conference space; was responsible for 40% employee growth in year with 90% direct labor.

Combat Information Center Officer, USS ESSEX (LHD 2)

  • Awarded Navy and Marine Corps Achievement Medal for superior performance in the management of Combat Information Center in support of Operation Iraqi Freedom.
  • Restructured and reengineered mission critical Command and Control Systems for 4000+ Sailors and Marines across an area of responsibility equivalent to the size of China
  • Led cross functional teams executing shipboard procedures of Harrier jets, Landing Craft Air Cushion (LCAC), Landing Craft Unit (LCU), Amphibious Assault Vehicles (AAV) and Special Operations Teams deployment, control and recovery in a combat environment.
  • Selected over 75 peers to be Combat Information Center Watch Officer due to leadership and change management skills of a $4B asset

Second Division Deck Department Officer, USS ESSEX (LHD 2)                               

  • Overhauled and revamped the maintenance operations program with 120 personnel, resulting in a $4B Amphibious Aircraft Carrier to be combat ready
  • Selected over 100 peers to be Officer of the Deck (OOD) based on strong leadership skills, outstanding performance under pressure and thorough knowledge of ship propulsion system, mission specific operations and shipboard safety procedures
  • Chosen by the Chief Executive to serve as Search and Rescue (SAR) Officer, based on man overboard recovery training and small boat handling skills.
