  • Supported the Program Manager in all aspects of execution of the Special Operations Forces (SOF) Combat Diving Program.
  • Supervised a team of four Acquisition Program Managers and a Technical Director.
  • Directed the activities of two support contractors. Liaised with the support contracting team to set priorities, determine staffing levels within PEO Maritime and across the SOCOM AT&L Enterprise.
  • Coordinated and supervised the preparation and presentation of the program affordability charts. Supported the requirements sponsor while briefing the SOF Capability Integration and Development System (similar to JCIDs) (Flag/SES Level) to obtain approval of the program requirements.
  • Led the team in updating the program Single/Simplified Acquisition Program Management Plan to incorporate operations, maintenance, and modernization requirements to support fielding.
  • Developed and presented requirements documents in support of rapid prototyping and rapid fielding Middle Tier of Acquisition (MTA) program.

  • Supported the Program Manager in all aspects of execution of the SOF Undersea Systems Program. Including the acquisition of the Dry Combat Submersible (DCS) (3 units) and the pre-contract award activities for the DCS Next Program.
  • Supervised and led a diverse team of government and contractor personnel in the performance of their responsibilities in delivering the Undersea Systems capabilities.
  • Led the team through multiple PPBES cycles including the development and defense of the POM.
  • Successfully defended the funding of over $900M to acquire defense undersea applications.
  • Managed a budget of >$500M over the FYDP.
  • Led the team in the development and execution of annual spend plans ensuring the program met or exceeded benchmarks.

  • Responsible managing eight Government and five direct support contractor personnel in the sustainment and modernization of ten SOF designated submarines, six Dry Deck Shelters, two facilities and a broad range of interface systems and their support infrastructure.
  • Provided continuous development of the subordinates I led and managed.
  • Conducted personnel performance appraisals and assisted my team in career development.
  • Led the team in the development of multiple PPBES activities taken in support of the assets under my cognizance.
  • Executed over $30 million per year and over $150 million over the FYDP. This includes funding sourced from the Navy (MFP-2) and USSOCOM (MFP-11) that has been allocated to modernize and sustain the assets assigned to the SOF Undersea Mobility Program Office.
  • Led team in all facets of the POM and Program Requirements Review processes for both Navy Undersea Enterprise funding appropriated via Navy (MFP-2) and USSOCOM Program Executive Officer-Maritime SOF Peculiar (MFP-11) program elements.
  • Managed the execution of a five-year Cost Reimbursable Maintenance and Services contract in accordance with the DFAR/FAR and statutory requirements.
  • Led the team in all elements of developing the contract, pre-release activities, release activities, source selection, and award. Performed the Source Selection Evaluation Board Technical Evaluation Board Chair responsibility.
  • Extensive interaction with the Naval Special Warfare (NSW) community in establishing the requirements for the programs I manage and have been tremendously successful in bringing material solutions to the warfighter.

  • Managed project Earned Value Management contract deliverable requirements and developed tripwires using current acquisition program best practices.
  • Conducted strategic market analysis and assessments to ensure acquisition strategies remained valid and current in support of Navy and Special Operations Command.
  • Special Projects Manager: Working with organizations across the Team Submarine spectrum solving complex safety and system related deficiencies. Tasking includes working with ISICs, TYCOMs, NAVSEA, ISEA, defense contractors, Naval and private Shipyards and Naval Laboratories to achieve organizational objectives.
  • Contract Development and Management – SME and COR on multiple Small Business Innovative Research program contracts.
